SECONDS COUNT IN AN EMERGENCY!

The City Torrington and County of Goshen has instituted the CodeRED Emergency Notification System - an ultra high-speed telephone communication service for emergency notifications. This system allows us to telephone all or targeted areas of the City and County in case of an emergency situation that requires immediate action (such as a boil-water notice, missing child or evacuation notices). The system is capable of dialing 50,000 phone numbers per hour. It then delivers our recorded message to a live person or an answering machine, making three attempts to connect to any number.

Examples of times when the CodeRED system could be utilized: Drinking water contamination, Utility outage, Evacuation notice & route, Missing person, Fires or Floods, Bomb threat, Hostage situation, Chemical spill or Gas leak, and other emergency incidents where rapid and accurate notification is essential for life safety.



SHERIFF DONALD J MURPHY
Sheriff Murphy entered law enforcement in 1978 with the Sheriff's Posse.  In 1982, he began his full-time career and was appointed Sheriff in December of 1993 and is the longest tenured current sheriff in the State of Wyoming. 

UNDERSHERIFF JAMES LOWRY
Undersheriff Lowry began his career in January of 1977 working for the Scottsbluff County Sheriff's Department as both a detention officer and patrol deputy, ultimately achiving the position of investigator.  In March 1980, he then joined the ranks of the Wyoming Highway Patrol as a Trooper out of Wheatland, Wyoming and in August of 1988, he returned to Nebraska working as a police officer for the cities of Mitchell and Morrill.  In February of 1991, he joined the Goshen County Sheriff's Department as a patrol deputy and was later transferred to investigations.  In 1993, under the command of Sheriff Murphy, he was appointed to his current position as Undersheriff.  Undersheriff Lowry is second in command of the agency and is directly responsible for the patrol division.

CAPTAIN BRYAN MOREHOUSE
Captain Morehouse began his career in law enforcement in Montana in 1988.  He then moved to Wyoming where he worked for the Crook County Sheriff's Department and then moved to Torrington in 1997 to finish his college degree and worked for the Torrington Police Department. In 1998, he joined the Goshen County Sheriff's Department to oversee the operation of the detention center and was ultimately promoted to the position of Administrative Captain under the command of Sheriff Murphy.   A FBI National Academy graduate, (Session 229) Captain Morehouse specializes in criminal and constitutional law, employment law, DUI enforcement and is a Taser and munitions instructor.  He is a medic for the City of Torrington - Emergency Medical Services.  Captain Morehouse is third in command of the agency and is responsible for ensuring that the logistical needs of the agency are met and maintained.
